Yes, this is a new tax
The argument for the Levy in the Voters’ Pamphlet states: “This is not a new tax; it replaces one set to expire.”
However, we say 1 + 1 + 1 = 3
This Levy does indeed create a third Levy tax, due to the fact that the current two Levies are not set to expire until December 2026, yet this proposed additional Levy would begin in 2025 and continue through 2030.
Levy # 1 - 2022 Facilities and Technology Capital Levy, $36,177,000 (4 years)
Levy # 2 - 2022 Educational Program & Operations Funding (EP&O) Levy, $73,014,500 (4 years)
Levy # 3 - Proposed 2024 Facilities and Technology Capital Levy, $31,959,250 (6 years)
These three levies together would generate over $141,000,000 million dollars.
Two taxes were passed simultaneously by Voters in 2022. Source: Kitsap County Elections Website, pages 7 and 8 out of 8, https://www.kitsap.gov/auditor/Documents/Feb%202022%20LVP.pdf
